In the Bible, any member of the church. Lutherans also remember famous saints, but don’t pray to them.

The fuller definition

In the New Testament, any member of the church, made holy by God. Lutherans also remember particular saints, people whose faith and lives are worth thanking God for, but do not pray to them. Every baptized person is called a saint and a sinner at once.
